Electrical Installation Condition Reports in Leeds

EICRs for Leeds
terraces, flats and
student houses

For landlords, letting agents and homeowners across Leeds. You get one price, agreed in writing before we book. We arrange access with your tenants, and the PDF report reaches you within 48 hours of the visit.
Back-to-backs, through-terraces, converted flats, city apartments and HMOs. Selective licensing came back to six Leeds wards on 9 February 2026. Check your ward.
A row of red-brick Leeds terraced houses stepping up a hill, with washing strung across the street and an EICR report pegged on the line.
Plan view of a block of four terraced plots between two streets. Each separate home has its own meter and consumer unit.
8
homes on this block, so 8 separate reports
4
homes, so 4 reports. Each through-terrace has a front door and a back door.
8
flats in 4 houses, so 8 reports, plus any landlord supply to the hall and stairs.

Two homes, one wall, two reports

Leeds kept building back-to-backs until 1937, long after other cities had stopped. A council housing paper puts the surviving number at around 19,500, most of them privately rented and built before 1919. You find them in rows across Harehills, Beeston, Holbeck, Burley, Hyde Park and Armley.

Each back-to-back is a separate home with its own meter and its own consumer unit, usually at the cellar head or down in the cellar. So the house that shares your back wall needs its own report. That also holds when a through-terrace or a big Headingley villa has been split into flats: one report per flat.

In a converted house the hall and stair lights often run from a separate landlord supply. Tell us when you book and we’ll include it in the fixed price.
Use the buttons to compare layouts. Hover or tap a row to see which homes face which street.

The rules every Leeds landlord works to

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to every private tenancy in Leeds, whether or not your street is licensed. Each brick is one duty. Tap a brick to see the regulation it comes from.
£ 0
Maximum civil penalty per breach. S.I. 2025/1043 raised it from £30,000; it applied to some cases from 1 November 2025 and to all from 1 May 2026.
Councils can also arrange the remedial work themselves and recover the cost from you.
Source: S.I. 2020/312 as amended, legislation.gov.uk
Every 5 years
At least every five years, or sooner
Reg 3(1)(b) and 3(2)
Inspect and test at least every five years. If the last report gives an earlier date, which is common for older Leeds terraces, that earlier date applies.
Before a tenancy
A valid report in place first
Reg 3(1)(c)
The installation must have been inspected before a new tenancy begins. A report still in date from the last let can carry over.
28 days
Copy to existing tenants
Reg 3(3)(b)
Give each existing tenant a copy of the report within 28 days of the inspection.
Before move-in
Copy to new tenants
Reg 3(3)(e)(i)
A new tenant gets a copy before they move in. In a student house that means each tenant on the contract.
28 days
Prospective tenants who ask
Reg 3(3)(e)(ii)
If someone thinking of renting asks in writing to see the report, they get it within 28 days.
7 days
Council asks for it
Reg 3(3)(c)
If Leeds City Council asks in writing, send the report within 7 days. Licensed homes may get this request as part of a compliance check.
28 days
Remedial work done
Reg 3(4)
Any C1, C2 or FI must be fixed or investigated within 28 days, or sooner if the report says so.
28 days
Written confirmation
Reg 3(5)
Once the work is done, confirm it in writing to the tenant and the council within 28 days.
Keep it
Until the next inspection
Reg 3(3)(ca) and (d)
Keep the report until the next one, and give a copy to the inspector who does the next test.
Reasonable steps
If access is refused
S.I. 2020/312 as amended
Not getting in isn’t automatically a breach if you took all reasonable steps. Keep records of every request. The rules don’t require you to take a tenant to court to prove it.

Pick a brick

Each one shows the regulation and what it means in practice for a Leeds let.

Social housing is now covered

Social landlords came under the same rules for new tenancies from 1 December 2025 and for existing ones from 1 May 2026.

Renters' Rights Act 2025

Phase 1 began on 1 May 2026, moving tenancies to periodic. A landlord database is expected to open region by region from 15 December 2026, but those rules are still in draft.

If a tenant won't let you in

The rules allow for “reasonable steps”. Keep a record of every request and every date offered. We’ll work around shift patterns and lectures where we can.
Not sure whether your report is still valid, or what it covers? Read us the date on the front and we’ll tell you where you stand.

Leeds licensing, ward by ward

The old Beeston and Harehills schemes ended in January 2025. On 3 November 2025 the council designated a new, bigger selective licensing scheme. It runs from 9 February 2026 to 8 February 2031 and covers parts of six wards. Pick a ward on the map or from the list.

Your ward
Five or more people from more than one household share a kitchen or bathroom (a licensable HMO)

Gipton & Harehills

Mainly {postcodes}
EICR every 5 years. This applies to every private tenancy in the ward, licensed or not.
Mandatory HMO licence. Five or more sharers need a Leeds HMO licence (£975, or £825 for Leeds Rental Standard members). An HMO-licensed property doesn’t also need a selective licence.
Selective licensing in parts of this ward from 9 Feb 2026 to 8 Feb 2031. If your address is inside the boundary you need a licence, and the conditions require the electrics to be safe, with a declaration when the council asks. Check the street on the council map.
No selective licensing here. This isn’t one of the six designated wards.
HMO Article 4 area. Part of this ward is in the council’s Article 4 list, so turning a family house into a small HMO may need planning permission. Check the area plan.
£1,100
Selective licence applied for online: £400 to apply, then £700 if it’s granted. £550 instead of £700 for Leeds Rental Standard members.
Condition 5
Every electrical installation has to be safe and in proper working order, with a declaration to the council when it asks.
5 years
The council’s compliance checklist asks for an electrical certificate dated within the last five years.
£975
Mandatory HMO licence (5+ people). £825 for Leeds Rental Standard members. HMO licences usually last 5 years.
Checked on leeds.gov.uk (selective licensing, HMO licensing and Article 4 pages), October 2026. Ward coverage is partial, so always check the exact address on the council’s selective licensing map or call its team on 0113 535 1369. Fees change, so confirm them with the council.

Student houses and the July changeover

In Headingley, Hyde Park, Woodhouse and Burley (LS6, LS4, LS3, LS2) many tenancies end and start within a few days each summer. That short gap is the easiest time to test, because the rooms are empty and the power can go off without disturbing anyone.
  • Licensed HMOs. Shared houses with five or more people from more than one household need a mandatory HMO licence from Leeds City Council. They are exempt from selective licensing.
  • Locked bedrooms. Every room gets tested, including each bedroom, the cellar and any attic room. We’ll need keys or a contact for each locked door.
  • Fire alarms and emergency lighting have their own certificates. The EICR covers the fixed wiring that feeds them.
  • Leeds Rental Standard and the Unipol Code. These are voluntary accreditation schemes. Members get lower licence fees, and Unipol Code members join the Leeds Rental Standard automatically.
  • Article 4. Turning a family house into a small HMO needs planning permission in much of inner Leeds, including Headingley and Hyde Park. That’s a planning rule, separate from the EICR.

Pull a fuse: what the codes mean

Many Leeds terraces still have an old fuse box with rewireable fuses in the cellar. The colour dots are the old fuse ratings. Pull a carrier, or the main switch, to see a typical finding, how it would be coded and what happens next.
Lights up
5A
C2
Lights up circuit · 5A fuse
Metal light fitting in the attic bedroom with no earth
A metal (Class I) fitting needs an earth. Without one, a fault can make the metal live. It’s usually a small fix: connect an earth or change the fitting. Common where attic rooms were added to back-to-backs.
Lights down
5A
FI
Lights down circuit · 5A fuse
Couldn't trace where the cellar lighting circuit goes
Part of the circuit couldn’t be traced safely during the visit. It needs investigating before the report can be satisfactory. Usually the result of old alterations hidden behind cellar walls.
Immersion
15A
C2
Immersion circuit · 15A fuse
Scorch marks on the immersion heater switch and flex
Heat damage means a connection has been overheating. The switch and flex get replaced and the connection is checked. A familiar one in airing cupboards.
Ring
20A
C3
Ring circuit · 20A fuse
Old rewireable fuses and no RCD on the lighting
On its own this is an improvement, not a fail. A new RCD-protected board is worth considering at the next refurbishment. It’s different where sockets could power equipment outdoors without RCD protection: that is often coded C2.
Sockets
30A
C1
Sockets circuit · 30A fuse
Cracked socket in the cellar with live parts you can touch
Danger present. The inspector makes it safe there and then, usually by isolating the circuit, and tells you. The report is unsatisfactory until the socket is replaced.
Cooker
45A
C3
Cooker circuit · 45A fuse
Cooker switch fine, but no labels on the fuse box
Unlabelled circuits make faults harder to isolate. We note it as an improvement. A label chart costs almost nothing to add.
Main switch
Earth & bonding
C2
Main switch · earth and bonding
No main bonding to the gas pipe where it comes into the cellar
Main protective bonding connects incoming metal pipes to the main earth. Without it, a fault elsewhere could make the pipe live. It’s one of the most common C2s in older Leeds terraces, and a straightforward fix.
Rewireable fuse board: white 5A · blue 15A · yellow 20A · red 30A · green 45A
Typical finding

Rewireable fuses on their own aren't a fail

An old board isn’t automatically unsatisfactory. The inspector codes what they find: how the circuits are protected, whether earthing and bonding are in place, and whether anything is damaged. Pull a fuse to see examples.
Six circuits and the main switch. Each one shows a finding our inspectors meet in Leeds homes.
What happens next.
C1
Unsatisfactory
Danger present. Made safe on the spot, usually by isolating it, and you’re told the same day.
C1 · Danger present
Unsatisfactory report. Made safe on the day; the repair is confirmed in writing to the tenant and the council within 28 days.
C2
Unsatisfactory
Potentially dangerous. Must be fixed within 28 days, or sooner if the report says so.
C2 · Potentially dangerous
Unsatisfactory report. Fix within 28 days, or sooner if the report says so, then confirm in writing to the tenant and the council.
FI
Unsatisfactory until resolved
Further investigation needed without delay before the report can pass.
FI · Further investigation
Unsatisfactory until it’s resolved. Investigate without delay, then fix anything found.
C3
Can still be satisfactory
Improvement recommended. On its own this doesn’t fail the report.
C3 · Improvement recommended
The report can still be satisfactory. Worth doing at the next refurbishment.

What every inspector brings to your door

The regulations say a “qualified person” must do the inspection. On the day, that means the five things here, and you can check every one of them before anyone comes in.

Inspection and testing qualification

City & Guilds 2391 or an equivalent, held by the person doing the test.

Works to BS 7671

The IET Wiring Regulations, current edition, used to code every observation.

Photo ID on arrival

Your tenants can ask to see it before letting anyone in, and they should.

Calibrated test kit

A multifunction tester in calibration. Ask and we'll show you the certificate.

Scheme number on request

Check it yourself on the scheme's public register before the visit. Mention it when you book and we'll send it with the fixed price.

How to check any electrician, ours included

  1. Ask for the person’s name and their competent-person scheme (NICEIC, NAPIT, ELECSA, ECA and others run public registers).
  2. Search the register for the name or business. Check that “periodic inspection” or EICR work is within their scope.
  3. Make sure the name on the report matches the person who did the test, and that the report has every page.

Down the cellar steps: getting ready

In a lot of Leeds terraces the meter and consumer unit are at the bottom of the cellar steps. Tick each item off and the cellar light comes up.
Clear the cellar steps and the board
Boxes, bikes and paint tins usually end up stacked against the consumer unit.
Tell the tenants the power goes off
Short spells only, but fridges, Wi-Fi and gaming PCs will notice.
Keys for every room
Locked bedrooms, the attic room, outhouses in the yard, garages and meter cupboards.
Find the last report
An old EICR or an installation certificate from a rewire helps the inspector compare results.
Flag anything that can't go off
Medical equipment, alarm panels, fish tanks or a home server. We’ll plan around them.
Mention parking
Resident permit zones around Headingley, Hyde Park and the city centre are easier with a heads-up.
Note any extensions or outbuildings
Kitchen extensions, cellar conversions and garden-room supplies all get tested.

Studio £95, 1–3 bed £118.99, 4 bed £129.99 and 5–6 bed £169.99. Each extra consumer unit is £89.99, and HMOs are priced by bedrooms on the same bands. The exact figure depends on circuits and boards, and we fix it in writing before we book.
At least every five years, and a valid report must be in place before a new tenancy starts. If the last report gives an earlier retest date, that date applies. This is national law in England, so it covers every Leeds rental whether or not the street is licensed.
One per home. A pair of back-to-backs are two separate dwellings, each with its own supply and consumer unit, so each needs its own report. The same goes for a house split into flats: one report per flat.
The current scheme runs from 9 February 2026 to 8 February 2031 in parts of Armley, Beeston & Holbeck, Burmantofts & Richmond Hill, Gipton & Harehills, Hunslet & Riverside and Farnley & Wortley. Only parts of those wards are covered, so check the exact address on the council’s map or call its team on 0113 535 1369.
Every rented HMO needs a valid EICR under the 2020 regulations. Licence holders also have to keep the installation safe and send the council safety paperwork when it asks. Five or more people from more than one household sharing facilities need a mandatory HMO licence from Leeds City Council.
Any C1, C2 or FI has to be fixed or investigated within 28 days, or sooner if the report says so. Then you confirm in writing to the tenant and the council within 28 days of the work. We give you an itemised quote, and you can use any qualified electrician. If the old fuse board has to be replaced, a new consumer unit starts from £670.
No. Plenty of Leeds terraces still have them. The inspector codes what they actually find, such as missing earthing or bonding, damage, or sockets that could supply outdoor equipment without RCD protection. A board without RCDs is often coded C3, which on its own doesn’t fail the report.
If the retest date falls in the coming tenancy year, book the changeover weeks, roughly mid-June to early July, when the house is empty. Use the changeover planner above to see where your date falls.
About 1 to 1.5 hours for a small flat and 2 to 3 hours for a typical terrace. A large shared house can take 3 to 5 hours. The power goes off for short spells during testing, and we tell the tenants first.
Yes. An Electrical Installation Certificate issued for a new installation or a full rewire can be used. The next inspection is due by the date on that certificate, which is no later than five years from the work.
Up to £40,000 per breach under the 2020 regulations as amended in 2025. The council can also arrange the work and recover the cost. Licensing offences are separate: renting an unlicensed property in a licensed area can mean prosecution or a further penalty.
It isn’t a legal requirement for owner-occupiers. The IET recommends an inspection at least every 10 years and when a home changes hands. Buyers of pre-war terraces often get one before exchange to see whether rewiring costs need to go into the offer.
